Combined payments are capped at $3,000 per 12-month period and $7,500 lifetime, and applicants must have income at or below 200% of federal poverty guidelines with liquid assets of $1,000 or less. None of this grant covers construction, repairs, or accessibility modifications.

Wisconsin's real contribution comes through the Veterans and Surviving Spouses Property Tax Credit: a refundable state income tax credit equal to 100% of property taxes on your principal dwelling, plus up to one acre, with no dollar limit. Refundable means any excess over the tax you owe is paid to you. To qualify, you need honorable active-duty service, Wisconsin residency at entry or five consecutive years afterward, plus current residency, and either a 100% service-connected disability rating or a 100% rating based on individual unemployability.
