The four federal VA grants#

The U.S. Department of Veterans Affairs (VA) offers four grant and health-benefit programs nationwide, and West Virginia veterans qualify the same as veterans anywhere. Specially Adapted Housing (SAH) pays up to $126,526 in FY2026 for severe, permanent service-connected disabilities, such as loss of use of both legs or blindness rated 20/200 or worse. Special Home Adaptation (SHA) pays up to $25,350 in FY2026 for conditions like loss of use of both hands or certain respiratory injuries. Both are grants, not loans, so nothing is repaid. Apply with VA Form 26-4555; SAH or SHA can be used up to six times over your lifetime as funds remain.

Temporary Residence Adaptation (TRA) helps if you are living temporarily in a family member's home. In FY2026 it pays up to $50,961 through the SAH path or $9,100 through the SHA path. What West Virginia adds#

WVDVA does not run a home repair, improvement, or adaptation grant or loan program; its economic-assistance listing points veterans toward the federal VA home loan, SAH, and pension programs, not state repair money. West Virginia's real contribution comes through two property tax benefits, worth keeping apart.

The first is the Disabled Veteran Real Property Tax Credit, effective for 2023 and later tax years and first claimable on 2024 returns. It refunds 100% of the real property tax you actually paid on your homestead, provided you are an honorably discharged veteran rated 90 to 100% permanently and totally disabled by the VA. The homestead can include a mobile, manufactured, or modular home, even on leased land, occupied six months or more. You must pay on time, first half before October 1, second half before April 1, or you forfeit the credit for that payment. Claim it with form DV-1 attached to your IT-140 income tax return, with tax receipts and your VA rating letter. It cannot combine with the Senior Citizen Tax Credit or the Homestead Excess Property Tax Credit, and an unremarried surviving spouse may keep claiming it if the home is not sold or reclassified.

The second is the standard Homestead Exemption, which does not require veteran status. It exempts the first $20,000 of assessed value for owner-occupants 65 or older, or permanently and totally disabled, filed with the county assessor. WVDVA notes the newer credit effectively replaces this exemption's value for qualifying veterans. The credit refunds tax paid; the exemption reduces assessed value before the bill is calculated.
