The four federal VA grants#
The U.S. Department of Veterans Affairs (VA) offers four grant and health-benefit programs nationwide, and Pennsylvania veterans qualify the same as veterans anywhere.
Specially Adapted Housing (SAH) pays up to $126,526 in FY2026 for severe, permanent service-connected disabilities, such as loss of use of both legs or blindness rated 20/200 or worse. Special Home Adaptation (SHA) pays up to $25,350 in FY2026 for conditions like loss of use of both hands or certain respiratory injuries. Both are grants, not loans. Apply with VA Form 26-4555; both allow up to six lifetime uses as funds remain.
Temporary Residence Adaptation (TRA) helps if you are living temporarily in a family member's home. In FY2026 it pays up to $50,961 through the SAH path or $9,100 through the SHA path. TRA is a one-time use that draws down whichever grant total, SAH or SHA, you qualify under. Congress currently authorizes TRA through September 30, 2026.
Home Improvements and Structural Alterations (HISA) is a VA health benefit, not a housing grant, so you apply through the VA medical center's Prosthetics and Sensory Aids Service with VA Form 10-0103 and a provider's prescription. Service-connected veterans can receive up to $6,800 over their lifetime; other eligible veterans can receive up to $2,000. Renters can use HISA with the landlord's notarized permission. SAH and SHA construction requires a VA-registered contractor holding a VA Builder ID, a registration, not an approval rating.
What Pennsylvania adds#
Pennsylvania's own agency for veterans is the Department of Military and Veterans Affairs (DMVA), at pa.gov/agencies/dmva, and its list of state benefits contains no home repair, improvement, or adaptation program. A separate Veterans Temporary Assistance program covers emergency cash needs, not construction, so the real state-level offer is a property tax break.
That offer is the Disabled Veterans' Real Estate Tax Exemption, which works differently from most states. Honorably discharged Pennsylvania residents who served during wartime and carry a 100% service-connected disability rating can have their principal dwelling, including its land, fully exempted from real estate tax. The home must be owned solely by the veteran or jointly with a spouse. Pennsylvania adds a second requirement most states skip: financial need, decided by the State Veterans' Commission.
Need is presumed if your gross annual income is $114,637 or less, a level set January 1, 2025 and confirmed current on the DMVA site as of July 2026. Income above that figure does not automatically disqualify you: the Commission compares household expenses against income, so a veteran with higher income but higher costs can still qualify. This case-by-case review is unusual among state veteran tax programs.

How to apply in Pennsylvania#
Start with your County Director of Veterans Affairs. Every county has one, and these accredited officers help free of charge with both the tax exemption and federal VA claims. For the tax exemption, your county director helps you complete MA-VA Form 40, which must be notarized and sent to the State Veterans' Commission at Fort Indiantown Gap for the need and eligibility determination. Pennsylvania has not published a waitlist or funding cap for the exemption, since it is determination-based, not a pool of money that can run out.
