Iowa Veteran Home Repair and Adaptation Programs 2026

Iowa's Veterans Trust Fund pays up to $10,000 for home repairs, and a homestead credit can erase a disabled veteran's entire property tax bill statewide.

If you are a veteran in Iowa planning repairs or accessibility work: Iowa runs its own home repair benefit through the Veterans Trust Fund, on top of the four federal VA grants, plus a property tax credit that can erase a disabled veteran's entire tax bill. Here is how the federal money works, what Iowa adds, and how to apply.

The four federal VA grants#

The U.S. Department of Veterans Affairs (VA) offers four grant and health-benefit programs nationwide, and Iowa veterans qualify the same as veterans anywhere. Specially Adapted Housing (SAH) pays up to $126,526 in FY2026 for severe, permanent service-connected disabilities, such as loss of use of both legs or blindness rated 20/200 or worse. Special Home Adaptation (SHA) pays up to $25,350 in FY2026 for conditions like loss of use of both hands or certain respiratory injuries. Both are grants, not loans, so nothing is repaid. Apply with VA Form 26-4555; SAH or SHA can be used up to six times over your lifetime as funds remain.

Temporary Residence Adaptation (TRA) helps if you are living temporarily in a family member's home. In FY2026 it pays up to $50,961 through the SAH path or $9,100 through the SHA path. TRA can only be used once, counts as one of your six lifetime uses, and draws down whichever grant total, SAH or SHA, you qualify under. Congress currently authorizes TRA through September 30, 2026.

Home Improvements and Structural Alterations (HISA) is a VA health benefit, not a housing grant, so you apply through the VA medical center's Prosthetics and Sensory Aids Service with VA Form 10-0103 and a provider's prescription. Service-connected veterans can receive up to $6,800 over their lifetime; other eligible veterans can receive up to $2,000. Renters can use HISA with the landlord's notarized permission. SAH and SHA construction runs through a contractor holding a VA Builder ID, a registration, not an approval rating.

What Iowa adds#

Iowa's own agency for veterans is the Iowa Department of Veterans Affairs (IDVA), reachable through the Iowa Veterans Benefits Bureau at Camp Dodge in Johnston, 515-252-4698. The Veterans Trust Fund (VTF) pays for housing repair as one of several emergency assistance categories, up to a lifetime maximum of $10,000 per household. Household income, including VA disability pay, pension, and Social Security, must not exceed 200% of federal poverty guidelines.

The VTF is not a modification or accessibility program. It covers repairs needed to improve the home's condition and integrity and necessary for residents' safety, documented with photos and two repair estimates. A ramp, roll-in shower, or other accessibility feature comes from the federal SAH, SHA, TRA, or HISA grants above, not the VTF.

Iowa also runs the Military Homeownership Assistance grant, up to $5,000 through the Iowa Finance Authority, with FY2027 reservations opening July 1, 2026. This is a down payment and closing cost grant only; it does not cover repairs.

Iowa's biggest benefit may be on the tax side. The Disabled Veteran Homestead Tax Credit, under Iowa Code section 425.1(2)(b), credits the entire property tax levied on a veteran's homestead. It covers veterans with a service-connected 100% permanent and total rating, including individual unemployability paid at the 100% rate, plus surviving spouses and children receiving Dependency and Indemnity Compensation. File Form 54-049 with your county assessor by July 1. Applications on or after July 1, 2026 are capped at a half acre under SF 2472; earlier applicants keep prior acreage, and electing this credit forfeits other veteran exemptions. A separate Military Service Property Tax Exemption offers up to $4,000 off assessed value for at least 18 months of active duty.

How to apply in Iowa#

Iowa's Commission of Veterans Affairs decides VTF requests within 15 days, subject to funds. For the tax credit or exemption, file with your county assessor instead. How the programs stack together#

The federal VA grants pay for construction, so start there, since that money never has to be repaid. Iowa's Veterans Trust Fund can add up to $10,000 more for safety repairs, separate from any modification project. The homestead credit does not fund a project, but can remove your entire tax bill, and a veteran may qualify for both.
