Idaho Veteran Home Repair and Adaptation Programs 2026

Idaho runs no state veteran home repair program, but a property tax benefit and free claims assistance support disabled veteran homeowners across the state.

If you are a veteran in Idaho planning repairs or accessibility work on your home, here is the direct answer: Idaho does not run its own grant or loan program for veteran home repairs or modifications. The state's real value shows up in property tax relief and a small emergency grant instead. Here is how the federal grant money works, what Idaho adds, and how to apply for both.

The four federal VA grants#

The U.S. Department of Veterans Affairs (VA) offers four grant and health-benefit programs nationwide, and Idaho veterans qualify the same as veterans anywhere. Specially Adapted Housing (SAH) pays up to $126,526 in FY2026 for severe, permanent service-connected disabilities, such as loss of use of both legs or blindness rated 20/200 or worse. Special Home Adaptation (SHA) pays up to $25,350 in FY2026 for conditions like loss of use of both hands or certain respiratory injuries. Both are grants, not loans, so nothing is repaid. Apply with VA Form 26-4555; SAH or SHA can be used up to six times over your lifetime as funds remain.

Temporary Residence Adaptation (TRA) helps if you are living temporarily in a family member's home. In FY2026 it pays up to $50,961 through the SAH path or $9,100 through the SHA path. TRA can only be used once, counts as one of your six lifetime uses, and draws down whichever grant total, SAH or SHA, you qualify under. Congress currently authorizes TRA through September 30, 2026.

Home Improvements and Structural Alterations (HISA) is a VA health benefit, not a housing grant, so you apply through the VA medical center's Prosthetics and Sensory Aids Service with VA Form 10-0103 and a provider's prescription. Service-connected veterans can receive up to $6,800 over their lifetime; other eligible veterans can receive up to $2,000. Renters can use HISA with the landlord's notarized permission. SAH and SHA construction runs through a contractor holding a VA Builder ID, a registration, not an approval rating.

What Idaho adds#

Idaho's own agency for veterans is the Idaho Division of Veterans Services (IDVS), at veterans.idaho.gov, 208-780-1300, 351 Collins Road, Boise. IDVS does not run a home repair, improvement, or adaptation grant or loan program. Its benefits are claims advocacy, veterans homes, cemetery services, education help, and small grants, but no repair or modification money. The closest IDVS benefit is the Veterans Emergency Relief Grant, which covers food, fuel, shelter, and other daily-living necessities during a temporary emergency. It pays up to $1,500 and is a short-term emergency stopgap, not a home modification fund. To qualify, a veteran needs an honorable discharge, Idaho residency, and either entry into service from Idaho or five or more years of residence, with the emergency occurring within 90 days of the request.

Idaho's real contribution for home repairs comes through the Property Tax Benefit for Disabled Veterans. It reduces property tax on the home, plus up to one acre, by as much as $1,500. To qualify, you must be an Idaho resident homeowner with a 100% service-connected disability rating, or 100% compensation through individual unemployability. Idaho's own tax guidance lists the individual unemployability path as a qualifying route, an uncommon detail worth knowing if your rating comes that way. There is no income limit, unlike Idaho's general circuit-breaker Property Tax Reduction program. You apply at your county assessor's office between January 1 and April 15 with your VA rating letter, and the benefit renews automatically once you are rated permanent and total. A surviving spouse may keep the benefit once granted.

How to apply in Idaho#

Finding a provider who knows VA paperwork: Not every contractor has worked on SAH, SHA, or HISA projects. Adapta Home USA verifies providers' VA Builder ID Verified status, so you can filter for professionals who have handled this paperwork before. For the federal VA grants and the Emergency Relief Grant, IDVS's Office of Veterans Advocacy provides qualified benefits specialists who help you file VA Form 26-4555 and related claims at no cost, statewide. Call 208-780-1300 for claims help, or 208-780-1380 for the emergency grants line. For the property tax benefit, file with your county assessor instead, not with IDVS.

How the programs stack together#

The federal VA grants pay for the actual construction, so start there, since that money never has to be repaid. Idaho's property tax benefit does not fund a project, but it can lower your annual tax bill by as much as $1,500 for as long as you qualify. The Emergency Relief Grant is a separate safety net for an emergency, not repair or modification funding.
