New Mexico also runs separate developmental disabilities waivers. Mi Via, the self-directed Home and Community-Based Services waiver for people with intellectual or developmental disabilities or medically fragile conditions, covers environmental modifications as well. Mi Via tracks that benefit separately from a participant's annual service budget.

For Turquoise Care Community Benefit, HCA raised the Environmental Modifications limit to $6,000 every five years, effective March 28, 2023, under New Mexico's 1115 demonstration amendment. That figure applies across ABCB and SDCB and is verified against HCA Letter of Direction 93 and NMAC 8.308.12. Older brochures that still list $5,000 every five years are out of date for Community Benefit.
Mi Via environmental modification funding is limited to $5,000 every five years and is verified against HCA/DDSD Mi Via Environmental Modification funds materials (2024–2026 cycle). A person who transfers into Mi Via from a traditional waiver carries forward prior environmental modification history for that five-year window.
Community Benefit eligibility requires a Nursing Facility Level of Care (NFLOC) determination plus Medicaid financial eligibility. Only HCA or the member's MCO care coordinator makes the final determination. Nothing here guarantees any individual will qualify.
How to apply in New Mexico#
