What Idaho offers#
The A&D Waiver is a home and community-based services (HCBS) waiver authorized under Section 1915(c) of the Social Security Act, federal waiver ID 1076.R07.00. It serves adults age 65 and older, and adults ages 18 to 64 with a physical or other disability, who meet a nursing facility level of care.
Under IDAPA 16.03.26.542, effective July 1, 2025, the waiver covers Environmental Accessibility Adaptations. These are minor housing changes necessary for the participant to live with greater independence. Without them, the participant might need institutional care or face a health or safety risk. The rule also covers installing or modifying features to accommodate necessary medical equipment. It excludes adaptations that offer no direct medical or remedial benefit. In practice, this is the category that pays for things like ramps, grab bars, or a roll-in shower.
Amounts and eligibility#
DHW's regulation does not publish a dollar cap for Environmental Accessibility Adaptations. The amount approved depends on your individual plan of care, developed with your nurse reviewer and care team. Anyone quoting a fixed statewide dollar limit for this benefit is not using an official Idaho source. This is verified against Idaho Administrative Code, July 2026.
For financial eligibility, Idaho sets the 2026 individual monthly income limit at $3,002. That figure is 300% of the Supplemental Security Income (SSI) Federal Benefit Rate of $2,982, plus a $20 income disregard Idaho applies on top. Renting versus owning your home#
Idaho treats renters more fairly than a strict ownership rule would suggest. Permanent modifications apply only to the participant's primary home. That home must be owned by the participant or by an unpaid family member, unless the department authorizes an exception.
But renters are not shut out. Portable or temporary modifications, changes that can be removed and reinstalled, are allowed for renters. These modifications follow the participant if they move to a new residence, which is a more flexible rule than many other programs offer.
How to apply in Idaho#
To start, contact your local Aging and Disability Resource Center (ADRC) at 1-866-886-8876. The ADRC is Idaho's front door for aging and long-term care services and can point you to the A&D Waiver application. The federal Eldercare Locator (eldercare.acl.gov, 1-800-677-1116) is a fallback if you need broader help finding local aging services.
Once you apply, BLTC assigns a nurse reviewer, who schedules your level-of-care assessment. Idaho handles assessments in the order they are received, so applying early matters.
