Georgia's second adult waiver is EDWP, short for Elderly and Disabled Waiver Program. It combines two tracks, SOURCE (Service Options Using Resources in a Community Environment) and the Community Care Services Program (CCSP), for adults 21 and older needing an intermediate nursing-home level of care. EDWP covers personal support, adult day health, home-delivered meals, respite care, emergency response systems, and structured family caregiving. It does not include home modifications.
This creates a gap. If the person needing modifications is 65 or older, ICWP is generally not available and EDWP does not fund home modifications. Families should consider applying for ICWP before age 65 if modifications are likely later.
Amounts and eligibility#

For financial eligibility, Georgia's waiver programs use the special income rule tied to the Supplemental Security Income (SSI) federal benefit rate. The 2025 DCH fact sheet lists $2,901 per month, or 300% of that year's SSI rate. The limit rises with SSI increases; at the 2026 rate it is $2,982 per month.
Resource limits are $2,000 for an individual and $3,000 for a couple. If you're married and your spouse is not applying, spousal protections apply: the combined community-spouse asset limit is $159,920, and income can be diverted to a community spouse up to $3,948 per month. These are 2025 figures; confirm current numbers with DCH before applying.
Only DCH, Alliant Georgia Medical Care Foundation (GMCF), or your county Division of Family and Children Services (DFCS) office can determine whether you qualify. Nothing here is a promise of approval.
